IBSA statement on Russian participation at Rio 2016 Paralympic Games

Consistent with the suspension of NPC Russia’s IPC membership and the consequent inability of NPC Russia to participate in the Rio 2016 Paralympic Games, IBSA has coordinated with IPC and the relevant NPCs and IBSA national members to fill competition slots initially allocated to Russian athletes and teams.
This re-allocation of competition slots in Judo, Goalball and Football-5 has been in accordance with the procedures detailed in the IPC Rio 2016 Qualification Guide. In the instance of Football-5 and Goalball, where pools and schedules have been established, the teams recently allocated slots will occupy the pool and schedule slots initially allocated to Russia. Spain is now qualified to participate in the Football-5 tournament, and Australia is now qualified to participate in the Women’s Goalball tournament.
The IBSA Executive Board is reviewing the implications of The McLaren Report on IBSA sanctioned competitions and in accordance with IBSA's own membership rules and procedures. No decision on Russia's involvement in IBSA sanctioned competitions will be made until after the Paralympics have concluded.
