President’s blog: IBSA and IJF – A New Era in the Development of IBSA Judo

Date: March 21, 2025

Category: President's Blog

We are pleased to announce the signing of a new agreement with the International Judo Federation (IJF), which will open up new opportunities for regional development and the expansion of programs for blind athletes. This memorandum not only strengthens our partnership but also lays the foundation for innovative approaches in promoting judo worldwide.

Key points:

Joint funding – the creation of a single budget within the IBSA consolidated budget for equal financing of activities under the memorandum.
Grant from IJF – an annual grant that will be integrated into the IBSA consolidated budget to support key expenses such as referees and technical staff.
Financial reporting – the implementation of detailed financial reporting by IBSA to ensure transparency in the use of funds.
Regional development – under the memorandum, there will be active development of judo in Africa and Pan-America, focusing on increasing participation and supporting gender equality, as well as youth programs.
Development programs – the joint organization of seminars, training camps, and other events to enhance the qualifications of coaches and referees.

The key conditions of the memorandum include:

  • Providing technical support to IBSA Judo, including referees, coaches, and medical staff.
  • Providing technical knowledge and expertise, databases, and software for managing competitions.
  • Supporting the promotion of IBSA Judo in the media and on IJF platforms.
  • Organizing competitions in line with IBSA rules, while considering IJF standards and technical regulations.
  • Joint development of referee and coach education with IJF, which will improve the quality of training for our specialists and coaches.

A New Coordination Framework:
A Coordination Structure will be created to oversee the implementation of this MOU. Each party will appoint a representative to coordinate with the IBSA Judo Chair. The appointed representatives are Rufat Hajili, Executive Director of IBSA, Saeid Mollaei, from the IJF staff, and Janos Tardos, Chair of the IBSA Judo Committee. These three representatives will form the IJF/IBSA Joint Working Commission, responsible for operational decisions and strategic recommendations for IBSA Judo development. They will ensure effective communication, monitor progress, and resolve any issues.

I would like to extend my special thanks to Mr. Marius L. Vizer, President of the International Judo Federation, and the entire IJF team for their constant support and dedication to IBSA Judo. Your contribution is invaluable to the continued growth and success of our athletes and the development of inclusive sports worldwide.
